This course is based on NFPA 1021 Standard for Fire Officer Professional Qualifications (Chapter 5). The course is designed for the fire officer who is ready to assume more of a leadership role by moving into the middle management level of his/her department. This course expands on the knowledge base attained in Fire Officer I by revisiting some of the same subjects and adding additional material including management, government structure, and departmental budget planning and management.

Northern Monroe Fire Territory is hosting a NCBRT course in 2017 at its headquarters station in Bloomington, Indiana.  Instructors from Louisiana State University will be presenting the certified courses under DHS’s Homeland Security National Training Program at no cost.

 

September 26-28, 2017 - PPER 222 Public Safety WMD Response, Sampling Techniques, and Guidelines.

 

This course addresses specific fundamentals and skills associated with an emergency response to a WMD incident. As such, it provides detailed technical information and includes hands-on practice of actions required of emergency responders in such situations.  Participants are provided the opportunity to perform public safety sampling techniques required in the response to a WMD event. Of special interest is the course’s emphasis on collecting forensically valid samples, which is accomplished through maintaining a secure chain-of-custody for the sample from the time of collection through laboratory analysis. This process is consistent with the FBI 12-step process for managing a crime scene, including those involving a WMD.

Attention First Responders!

 

 ISDH Laboratories would like to announce four upcoming Indiana district training opportunities entitled “A Training for First Responders: Biothreat Environmental Sample Collection for ISDH Laboratories”. These statewide trainings are a collaborative effort of the Indiana State Department of Health Laboratories, the Marion County Public Health Department, the National Guard 53rd Civil Support Team, and the Federal Bureau of Investigation.

 

These trainings are intended for Indiana HAZMAT Teams and Postal Inspectors who would respond to a potential credible threat involving suspicious substances that may contain biological agents. They will provide instruction for first responders on how to collect and package suspicious substances for biothreat testing using the ISDH Biothreat Environmental Sample Collection Kit.

 

 The trainings will describe the contents of the kits and how to receive them, as well as information regarding collection, packaging, and submission of samples to the ISDH Laboratories. In addition, screening guidelines, communication procedures, and chain of custody will be discussed. We will conclude the trainings with a hands-on exercise to demonstrate how to collect, label and package samples using the kit.

 

 Please review the attached flyers for more information. If you have already registered for one of these trainings, there is no need to do so again.

 DVD copies of a training video will be distributed to those in attendance. Please use this video to train your employees on biothreat environmental sample collection and packaging using the ISDH Laboratories Biothreat Environmental Sample Collection Kit for any responders who could not attend in person.

Flashover Chamber

This class is designed to allow firefighters to participate in flashover like conditions.  Flashover is a highly dangerous condition that provides settle warning signs that experienced firefighters can notice prior to flashover.  The class begins with a MANDATORY classroom session that reviews fire development, fire behavior, fire dynamics and then concludes with flashover signs and signals.

 

Participants will be subjected to high heat conditions and hostile fire conditions for several minutes. 

 

Each student will need to complete a release form which requires the signature of their fire chief. 

 

Vitals of each participant will be taken before and after time in the flashover chamber. 

 

Each participant is required to have the following NFPA compliant items with them the day of class.

      Bunker Pants

Bunker coat

Protective hood

Approved gloves

Boots

Helmet (face shield removed)

SCBA (there is a limited supply of MSA training packs available)

 

 Students must have any facial hair within OSHA compliance 1910.134.  If in doubt, make sure all facial hair is shaven within ¾” of jaw line.

 

 

 

It is strongly recommended that participants wear several layers of clothing under their turnout gear. At LEAST one cotton layer entailing a long sleeve shirt and pants required.

The responsibilities of emergency responders have changed over the years as has our exposure to catastrophic events and their frequency. When trying to save the world, often the one that we forget to save is our self. We will look at the importance of addressing the personal elements of the RECOVERY tenet of Emergency Management and how to cope with challenges rarely anticipated. Traumatic events impact more than just the victims and responders. We will address:

 

·         Immediate, intermediate and long-term recovery needs

 

·         How to identify symptoms of post-traumatic stress

 

·         Coping mechanisms to assist you in day to day responsibilities

 

Recent case studies will be discussed as well the continued long term effects on all of those involved.

 

Who should attend? Emergency First Responders, Law Enforcement, Healthcare Workers, EMS, Investigators, Public Information Officers and anyone who may respond to any all-hazard event in which “getting back to normal is not normal”.
