What is the Charge?
Answer:

There is no charge to use most of the District assets, if you have met the criteria outlined above. If you use items that have disposable parts or fuel, the local fire department will be responsible for the cost of the supplies that are used. If you need a trailer with props you are responsible for transporting it to the training site and returning it when completed.

 

Most classes sponsored by the district are free to the student.

How do I gain access to the Indiana Firefighter Training System?
Answer:

Every Fire Department in order to participate in the training or use the props provided must be in compliance with the following criteria:

  1. NFIRS Compliance
  2. NIMS Compliant
  3. Hold the proper certifciations, or proof of training for the courses attended.

Helpful, but not required - participation by your county on the DFTC.

How can I participate in the DFTC.
Answer:

To be a voting member of the Commitee you need to be appointed by your county chiefs association. We would like to have a career and volunteer from every county, if possible.  If your county does not have an active chiefs association and you are willing to serve you can be appoited to the commitee by majority vote.

We invite all persons interested in fire service training to attend our meetings. These are held at various locations througout the district on the 2nd Tuesday of the month at 7PM.

BY-LAWS OF

Region 6 Fire Instructors Association

 

ARTICLE I

 

 

The Region 6 Fire Instructors’, hereinafter referred to as the "Committee", is an entity created pursuant to the request of the Indiana Department of Homeland Security to provide an organization to oversee regional fire service training issues. The primary purpose of this committee is to promote consistent training provided by qualified, competent instructors throughout the 13 counties of region 6.

ARTICLE II

 

Section 1: Organizations Represented

 

The Committee shall consist of members selected under the provisions of these By-laws, and include at a minimum of 1 representative from each of the 13 counties, these representatives shall be selected from the following: fire service instructors, fire officers or designee selected by the counties fire chiefs association.

 

Section 2: Membership

 

Membership on the Committee is open to any interested person who meets the criteria established by the Committee and has been appointed by the counties fire chiefs association. If a functioning county fire chiefs association does not exist in a district 6 county, the District 6 Fire Instructors Association reserves the right to appoint a representative from that county.

 

Section 3: Removal of non-attending members

 

Members who miss 3 consecutive regularly scheduled meetings may be recommended for removal by a vote of the committee, unless the member is represented by a proxy or has been previously excused. If the committee decides that a member should be replaced; that member’s county fire chiefs association shall be notified in writing of the need for a replacement to be selected. If the member represents a county without a functioning fire chiefs association, the District 6 Fire Instructors Association shall inform that Counties Commissioners of the need for a new appointment. If they are unable or unwilling to obtain a replacement, the District 6 Fire Instructors Association shall select a new representative for that county.

 

Section 4: Proxies

 

Members in good standing may designate other individuals to vote in their absence by appointing a proxy to attend a meeting for them. Proxies may vote on any and all items properly brought before the Committee.

 

ARTICLE III

Meetings

 

Section 1: Frequency of meetings

 

The Committee will meet as needed to conduct the business of the district.

 

Section 2: Dates, Times

 

The membership will determine dates, times and locations of the Committee meetings.

 

Initially, meetings will be held on the 2nd Tuesday of each month at 19:00 hours.

 

Section 3: Announcement of meetings

 

Members of the committee will be notified at each Committee meeting of the next meeting time, place and date, and may be notified in writing at least one week in advance of such meetings of the next meetings agenda, time, place and date.

 

Section 4: Location of meetings

 

The committee meetings will be held at different sites with-in the region.

 

Section 5: Members Required for Voting Meetings

 

For regularly scheduled meetings a quorum shall be defined as 3 of the participating counties. For special meetings a quorum shall be defined as 5 of the participating counties. 

 

Each county shall have 1 vote. Counties representing career, volunteer, and combination departments shall poll each representative from their county and form a consensus for their vote

 

Section 6: Conduct of Meetings

 

A)        Committee meetings will be conducted according to Roberts Rules of Order or other nationally recognized standard, and Committee business according to the provisions of the Indiana Open Door Law, the Indiana Public Records Law, and the Indiana Administrative Adjudication Act.

 

B)        Any matter to be voted on will take the form of a resolution or motion. A

simple majority of members in attendance at a Committee meeting must vote affirmatively for adoption of any resolution (minimum of 7).

 

C)    A Committee member may vote for or against a resolution, or may abstain from voting

 

D)    The chairperson shall have a vote and any ties shall be tabled until the next meeting. During this time the county chiefs associations will be given the information on the tabled item for guidance after which a vote shall be taken at the next district meeting.

 

ARTICLE IV

 

COMMITTEE SUB- COMMITTEE

 

Section 1: Identification of Sub-Committees and appointments/resignations

 

A)        Sub-Committees may be established and existing ones dissolved by a majority vote of the Committee.

 

B)        Appointments to Sub-Committees, including Sub-Committee Chairs, are made by the Chair or Co-Chairperson of the Committee with committee approval.

 

C)        Resignation of Sub-Committee members is to be submitted in writing to the Chair or Co-Chairperson, who will, at his/her discretion, replace resigning members.

 

Section 2: Duties of Sub-Committees

 

A)        Sub-Committees will convene to consider issues assigned by the Committee and/or issues of the Sub-Committees devising.

 

B)        Sub-Committee meetings will be held at the discretion of the Sub-Committee chairs in term of frequency and location.

 

C)        Sub-Committees will report their findings and make their recommendations to the full Committee.

 

D)        Sub-Committee recommendations must, to be adopted, be affirmed as resolutions by a majority of the Committee members.

 

E)         Additional duties may be assigned to Sub-Committees by the Committee Chair or Co-Chairperson.

 


ARTICLE V

ELECTION of OFFICERS

 

 

Nominations of Officers

  • The nomination of Officers shall be conducted at the August meeting. Each person nominated shall verify that he or she is willing to provide the time and resources necessary to fulfill the duties of the office if selected.

Election of Officers

  • Election of officers shall be held at the September meeting
  • Election of officers shall be done in accordance with Roberts Rules of Order or other nationally recognized standard.
  • Each Officer position shall be voted on individually;
    • The list of nominees will be presented to the membership
    • Each member shall vote for 1 candidate for each position by paper ballot
    • The ballots shall be counted at that meeting by the Chairperson.
    • The results shall be presented to the membership body upon completion of the ballots being counted.

 

Term of Office

  • Each elected officer shall serve for a term of 1 year starting January, 1.

 

Removal of Elected Officer

  • Any Elected officer that is convicted of a felony shall be removed from office at the next meeting following the conviction.
  • Any officer may be removed from office if at a regular scheduled meeting, a vote is called for removal;
    • A majority vote of the members present will are required for removal.
  • A special election shall be held following the entire nomination and election process listed above with the exception of listed dates as soon as possible to fill a vacated position.

 

DUTIES OF OFFICERS

 

Section 1: Officers

 

The Officers of the committee shall include the Chairman, Co-Chairperson, Secretary and Treasurer.

 

Chairman, The chairman is responsible for;

Ø      insuring that meetings are conducted in accordance with established protocols described in Article III Section 5,

Ø      that meeting locations are established at least 30 days in advance of the meeting,

Ø      that meeting minutes are distributed to all committee members at least 1 week prior to the next meeting,

Ø      that meetings follow the direction that the committee has set in Article I.

Co-Chairperson, assists the chairman in the performance of his/her duties and presides over meetings in the absence of the chairman or in the absence of the secretary/treasurer shall take minutes for the current meeting.

Secretary/Treasurer shall maintain a complete set of meeting minutes and provide each month’s minutes to the chairman within 1 week of that months meeting. In addition, this person shall maintain a complete and accurate record concerning District 6 Fire Service funds including all expenditures and deposits. The treasurer shall provide at each months meeting a report on that months financial activities. The duties of the treasurer are for funds not being tracked by the fiscal agent.

 

ARTICLE VI

 

Section 1: Sub-Committee Appointments

 

The Committee Chair or Co-Chairperson will appoint the Chair and members of each Sub-Committee.

 

Section 2: Committee Meetings Conduct

 

The Chair or Co-Chairperson will conduct Committee meetings to Roberts Rules of Order. Committee meeting agenda will be set by the Chair or Co-Chairperson.

 

Section 3: Meeting Minutes and Fiscal Records

 

The Secretary or Co-Chairperson will keep Committee meeting minutes and a record of the finances of the committee not being held by the fiscal agent.

 

All records of IDHS sub grant funds shall be maintained at the offices of the district’s fiscal agent as per IDHS guidelines. District 6 funding may be dispersed only upon approval of a majority of the committee.

 

ARTICLE VII

 

Document Submissions

 

Section 1: Committee Records

 

All records of Committee meetings, including meeting agendas and minutes, will be available for inspection by the general public and interested parties by contacting the chairman during normal business hours.

 

Section 2: Meeting Notices and Minutes

 

The Chairman shall cause a monthly communication that include at a minimum the previous months meeting minutes, sub-committee progress reports and next meeting location and times. This may be provided by e-mail to anyone wishing to be included in the mailing.

 

ARTICLE VIII

 

ADOPTION/AMENDMENT OF COMMITTEE BY-LAWS

 

Section 1: Adoption of by-laws

 

A majority of the Committee members is required to adopt the Committee's By-Laws.

 

Section 2: Amendments of By-Laws

           

All proposed amendments to these by-laws shall be provided to all committee members at least one week prior to the monthly meeting.

 

A two-thirds (2/3) majority of Committee members are required to amend the Committee's by-laws.

 

ARTICLE IX

 

Nothing in these by-laws is to be construed as excluding or contravening any additional provision of federal or state law which is not explicitly or implicitly referred to within these by-laws.

 

ARTICLE X

 

BY-LAWS ADOPTION AND SIGNING

 

Upon their adoption by the Committee, a copy of these by-laws will be signed and dated by the Chair and Co-Chairperson of the Committee and will be available for inspection by the public by contacting the chairman.
